Scope:
The Oracle developer/consultant will work in the Financials/HR Technical Unit that is responsible for the support, maintenance, enhancement/development, implementation, and upgrade of the E-Business Suite. The scope of duties for the Oracle Developer/Consultant includes but is not limited to the following Oracle E-Business Suite R12.0.6:
•         HRMS:  Human Resources,  Learning Management with Content Server
•         Self-Service:  Internet Procurement, Self-Service Human Resources (SSHR), Absence Management
•         Workflow:  As embedded in the E-Business Suite
•         Financials:  Purchasing, Accounts Payable, Accounts Receivable, General Ledger, Fixed Asset, Property Manager, Inventory
State Fund, at their discretion, can utilize Consultant resources in any capacity to meet the needs of State Fund.  Consultant resources may be assigned by State Fund to lead teams, work independently, work on teams lead by State Fund, Consultant resources or, teams lead by other consulting firms.

Tasks:
·         The Oracle Developer/Consultant will provide primary support for Oracle Human Resources modules with in depth focus on HRMS, Learning Management with Content Server, Self Service HR/Absence Management, Approvals Management Engine (AME), Oracle Application Programmatic Interface (API),  Oracle Workflow. Oracle Consultant shall provide support for other modules. Experience in the other Financials and HR modules listed above is a definite plus.   The Oracle Developer/Consultant will perform professional software development and maintenance functions to include, but not be limited to the following:
·         Subject matter expert for all Oracle Financials/HRMS related matters to include:
·         Product Support for the Oracle Financials/HRMS applications
·         Create ad hoc reports for Oracle Financials/HRMS as requested
·         Create, test and implement SQL updates and integration as needed
·         Project Manager/Technical Resource for Oracle Financials/HRMS related projects (eg. Contract Lifecycle Mgmt/Ariba, Electronic Funds Transfer, etc )

Technical Knowledge & Experience Level: The Oracle Developer/Consultant shall possess most of the following technical skills and experience:
•         Current knowledge of trends in IT and experience in the development of new technologies
•         5 years + experience with application systems development life cycle methodology.
•         5 years + experience as project manager with a proven ability to provide project leadership.
•         4 years + experience with organizational data requirements and complex business rules, translating them into detailed program specifications.
•         4 years + experience in developing effective solutions for new or modified systems.
•         4 Years + experience in Oracle Forms and Reports
•         4 Years + experience with SQL, PL/SQL and SQL*Loader

Job Description:
Responsible for coordinating systems analysis and application development activities through direct and indirect staff. Skills:

Job Description:
Responsible for coordinating systems analysis and application development activities through direct and indirect staff. Manage development teams with respect to resource management, project scheduling, technical direction, strategic planning, and standard development practices. Whether for new development or for implementing commercial off-the-shelf solutions, manage expertise responsible for requirements gathering, systems analysis, program design, software development and maintenance, quality assurance testing, software deployment, and third level support. Focus on defining, implementing, and integrating quality principles and quality processes into the design and development of software and IT processes, as appropriate.

Key Accountabilities Business Support:
• Drive efforts to improve internal processes and associated results.
• Shape the solution strategy by working closely with business teams in determining alternatives for addressing business challenges.
• Manage a full range of application management support, including project management, program office management, requirements and business case analysis, design, development, quality assurance and performance management.
• Help clients achieve their business goals by building, integrating and supporting mission-critical applications for optimized quality, increased business value, faster time-to-market and reduced total cost of operations.

Planning & Execution:
• Support planning and prioritization for business process engineering related activities, including developing the business unit process engineering plan and integrating that plan with the corporate plan.

• Provide leadership and/or guidance in strategic planning, tactical execution, project management, process management and business systems requirements definition.

Project Requirements:

Vendor Relationships:
• Develop and maintain strong relationship with application vendors in order to keep current with changes in the market place.
• Research, recommend, and implement cost-efficient means of improving quality of product. Manage and negotiate with vendors and contractors as required.
• Work with vendors and other managers in keeping current roadmaps of technology and applications for the utility industry.

Staff Management:
• Manage personnel by providing administrative oversight, resource planning, salary administration, performance expectation setting, and providing timely performance feedback.
• Motivate and inspire teams while promoting Corporate core values.
• Ensure career planning and guidance is available to staff and included as part of the performance review process.

Skills:
At least 7 years of skills with IT business applications processes and practices, including at least 3 years of skills managing teams in application development, business process analysis, support, and maintenance.
• Resource management skills required with a team size greater than five employees.
• Skills in developing and conducting test processes for multiple types of systems across an organization.
• Skills with the utility industry is desirable, but not required. Proven people manager with skills in conflict management, influencing, employee performance management and resource management.
